PayPal alternative in Pakistan for Freelancers is western Union now a days. Google adsense is sending money via Western Union to Pakistani publishers. So also Pakistani Developer's and designer who are working online they are also having this issue. Because PayPal is banned in Pakistan. So they don't have any alternative that's why they are preferring the Western Union Services to receive and pay the money. It mostly comes in Dollars $ so if one dollar worth 85.10 Rs. Then Western Union will give the price of 83.60Rs so its the easy way to count this money.
