If a user revisits a website then will that website update the previous cookie stored or write a new cookie on the user's machine.

It depends upon the logic of the web application you can use old one or write new. Most of the time old cookie is used. For example if some one has visited your stored and you he has screeches for computer related items, and you have stored this information in the cookie, now the next time when that user will visit again we will read that old cookie and display computer related items to him.
