In Continuation of this departments letter of even No dated 24,06,2014 and 21.03.2014,on the subject cited above
A lot of complaints are received in the departments about the violation of policy for Re-allocation of teaching posts the guidelines were very clear which apprehensively in some cases appears to have not been adhered to.your are directed to re-examine each individual case carefully and rectify the mistakes done inadvertently or inadvertently and submit a comprehensive reply to the department within a week
Consequent upon re-allocation of teaching posts reportedly the elementary school teachers (ESTs) have become surplus in districts they may be adjusted as under
I Against SNE posts of newly established schools.
II Against the posts of EST (PET) and EST (DM)
III In high or higher secondary schools where workload in secondary portion exists and the incumbent is capable to teach secondary classes
IV In primary portion of middle high or higher secondary schools where number of primary school teacher (PSTS) are required as per students teacher Ratio (STR)
v DPC meeting for in service promotion of ESTS to SSTs may be convened and the surplus EST incumbents may be adjusted against those resultant vacant posts
In Consolidated model primary school teachers shall be retained. the surplus teacher may be adjusted against the posts vacated by the selected district teacher educator DTE's amongst PST's, and SST's
after completion of above said exercise the following information may be furnished to the department by april 15 2014
A number of primary school having enrollment 400 or above
b: number of centers primary schools
c: number of adjusted / circulars vacant post
d: number of surplus incumbents vacant post
e: number of vacant posts shifted in under staffed school
f: number of posts with incumbents shifted in under staffed school and
g: number of under staffed school wherein posts and incumbents have Been shifted
for verification that the policy for re-allocation of post has been implemented transparently the department will cary out and inspection through nominated departmental officers. In case any violation of policy is identified the concerned officers will be proceeded under the relevant laws.
in case or disabled teachers who are in able to walk without clutches the incumbents will not be shifted further teacher returning on superannuation within six months may also not be shifted.
