PREAMBLE:

Virtual University of Pakistan has been established by the Federal Government to provide affordable high quality education within and outside Pakistan .

The University imparts education through modern distance learning techniques using the latest information and communication technologies. This includes the Internet as well as broadcast television. Lectures are delivered via television / DVDs / Internet, while student-teacher interaction happens over the web based comprehensive Learning Management System (LMS). The LMS is hosted on the University’s own servers and is available 24x7. In order to facilitate students in getting education at their doorsteps, the University establishes virtual campuses all across the country and abroad.

Periodically the University invites applications from the Private Sector to establish virtual campuses for its programs.

Guidelines for Existing Educational / Training Institutes

The information and instructions in this section are meant for functioning institutions that intend to become Private Virtual Campuses of the Virtual University of Pakistan.


Instructions:
1. The information about the institution provided by the applicant must be accurate in all respects. In case of any misstatement, the filed application is liable to be rejected.

2. In case the applicant changes the name of the institution or its location or ownership, after filing the application, the pending application will become null and void.

3. The application fee will not be refunded in any case.

4. Until and unless PVC status is awarded by the University, no institution is allowed to display any VU admission / marketing material or any banner / sign board / bill board etc. containing the VU logo or name. Any violation of this condition may lead to rejection of the pending application.

5. Grant of PVC status shall in no way entitle the PVC to be declared as an Examination Center .

6. The University reserves the right to grant or refuse PVC status to any applicant without assigning any reason.

Procedure:

1. Application shall be submitted on the prescribed form,on or before the announced date along with the following information / documents:


a. Attested copy of the Applicant’s Computerized National Identity Card

b. Proposed geographical market (catchments area)

c. Demographics of the city / area

d. Number of intermediate & degree colleges in the area

e. Potential of the area in terms of student base

f. Anticipated student growth in the next five years at your proposed campus

g. Total & covered area of the proposed premises

h. Floor plan of the proposed building

i. Photographs of the interior and exterior of the building.

j. Map of the location clearly showing the approach, building location and nearby landmarks


2. On receipt of the complete application, along with the prescribed fee, the University shall conduct a survey of the proposed institution.

3. The University, after considering the survey report and all other relevant factors, shall decide whether to approve or reject the application.

4. If the application is approved, a Campus Code will be allocated to the institution.

5. No operations shall be allowed till the Campus Code has been formally issued by the University.

6. If the application is not approved for any reason, the applicant may apply for re-survey on the prescribed proforma.

Note: Applications must be complete in all respects. Incomplete applications will not be considered and the fee will not be refunded in any case.

i) have a suitable building OR

ii) have land and want to construct a building OR

iii) have the resources to acquire land / building

and intend to establish a new Private Virtual Campus of the Virtual University of Pakistan.

In case the applicant changes the name of the institution or its location or ownership, after filing the application, the pending application will become null and void.

The interested persons / parties, who intend to become Private Virtual Campus of the Virtual University of Pakistan, are required to submit the following information / documents:


a) Attested copy of the Applicant’s Computerized National Identity Card

b) Potential of the area in terms of student base

c) Number of intermediate & degree colleges in the area

d) Demographics of the city / area

e) Proposed geographical market (catchments area)

f) Anticipated student growth in the next five years at your proposed campus

g) Total & covered area of the proposed premises

h) Drawing of the proposed building

i) Photographs of the interior and exterior of the building (if constructed)

j) Map of the location clearly showing the approach and building location

k) Nearest landmarks

On receipt of the above mentioned documents and applicable fee, the Committee for Private Virtual Campuses (CPVC) will study and evaluate the proposed plan and if it is found feasible, shall authorize a site visit.
If the site is determined to be suitable, the applicant may be invited to present the plan in person.
Thereafter, the CPVC may approve or reject the proposal.
If the proposal is approved, the University will issue an NOC with specific conditions and timelines mentioned therein.
Once all the conditions mentioned in the NOC have been met as per the agreed upon timeline, the applicant shall apply for a verification visit by the University and deposit the fee prescribed for this purpose.
The CPVC shall, based on the verification survey report, satisfy itself that all required conditions have been met.
The Campus shall then be declared a Private Virtual Campus (PVC) of Virtual University of Pakistan and issued a Campus Code.
No operations shall be allowed till the Campus Code has been formally issued by the University.
In case the completion deadline prescribed in the NOC is not met, the applicant may apply for an extension in the completion date, ONCE ONLY. The application must state the reasons for the delay in detail, and be accompanied by the prescribed fee. Such an application must be received within two weeks of the prescribed completion date. No subsequent extensions will be allowed.

Note: Applications must be complete in all respects. Incomplete applications will not be considered and the fee will not be refunded in any case.

Building Requirements:

General:
The facilities allocated to VU shall be exclusively dedicated and will not be used for any other purpose.
The institution should be located in an easily accessible area.
The location, building and outlook should be well suited for the purpose of higher education.
Properly finished and maintained exterior and interiors
Preferably, parking facilities should be available in the vicinity.

Specific (minimum requirements):
Covered area of at least 2000 Sq. ft. of usable space;
Air conditioned computer lab(s)
Dedicated Server room(s)
Adequate space for generator and UPS
Lecture viewing areas
Student discussion room(s) with adequate furniture & white board
Common room(s) / waiting room(s) for female students
Separate wash rooms for male and female students
