What does it mean command line?

For example, you have developed a program in C++ that takes two command-line parameters and displays the result after adding them.
So, lets say the name of exe file for this C++ program is add.exe
To run it, you open the command prompt, go to the location where this exe file is placed and type:
add.exe 2 3
Now 2 and 3 are parameters to this program and it will give you the result 5.
